The Institute for Hebrew Bible Manuscript Research (IHBMR) is dedicated to researching, documenting, publishing, and disseminating information about the Hebrew Bible and related texts in accordance with the highest standards of academic integrity and scholarly objectivity. IHBMR is not a religious organization and has no religious affiliation. The cultural heritage of the diverse groups, movements, faiths, and denominations that transmitted, studied, and interpreted the Hebrew Bible over the millennia is acknowledged as worthy of respect and study. Among the goals of the institute are:

1. To create a centralized catalogue of all Hebrew Bible manuscripts.
2. To photograph, document, describe, date, and investigate all Hebrew Bible manuscripts.
3. To create a centralized database of all interpretations of the Hebrew Bible in historic and modern sources, reflecting both traditional and critical approaches to the text.
4. To cultivate and support scholarship that aims at these objectives.
5. To publish the results of these investigations in peer-reviewed academic publications.
6. To educate the public about the results of these investigations.
7. To make resources available that facilitates the appreciation and study of Hebrew Bible manuscripts by both scholars and the public.
